The price optimizer
It finds the listings worth repricing rather than making you hunt for them, and it tells you which of two problems each one has.
Price optimizer lists items with a suggested new price and a reason. You apply them one at a time, or none.
Two reasons only: above market and gone quiet.
The two reasons

The second one is where judgement is still yours. A quiet listing with almost no views has a visibility problem, and cutting the price of something nobody sees changes nothing. That is a relist. See find the listings nobody sees.
What it needs to work
Market data. An item with no comparable median cannot be called above market, so it will not appear for that reason.
Run a market sync first, or the list will be thinner than your shop deserves.
Applying
Apply writes that one price to Vinted. There is no apply-all, deliberately: the reasons are different per item and a single sweep would treat a visibility problem as a pricing one.
Each applied price is a write, sent through the queue.
It respects your cost
A suggestion never goes below what would put you under water on an item with a recorded cost. Without a cost it has nothing to protect, which is one more reason to record them.
When it says all the suggestions have been applied, that means nothing in your shop is obviously mispriced or obviously stuck. It is not a failure to find anything.
